 小泉防衛相、核めぐる議論「触れざるをえない」 欧州の例踏まえ言及

 小泉防衛大臣は、ロシアのウクライナ侵攻後、フランスが核戦力を増強し、フィンランドが核兵器の持ち込みを認めるなどの欧州の動向に触れた後に、「日本もあらゆる政策をタブーなく議論し、進めなければならない」と語った。

 非核三原則(核兵器を持たず、作らず、持ち込ませず)の見直しの必要性を示唆した発言だ。
 高市早苗首相は「持ち込ませず」の見直しが持論だとしている。


After noting recent developments in Europe—such as France bolstering its nuclear capabilities and Finland allowing the introduction of nuclear weapons following Russia's invasion of Ukraine—Defense Minister Koizumi stated, "Japan, too, must discuss and pursue all policy options without treating any of them as taboo."

This remark suggests a need to review the Three Non-Nuclear Principles (not possessing, not producing, and not permitting the introduction of nuclear weapons).
Prime Minister Sanae Takaichi has long advocated for reviewing the "not permitting the introduction" principle.

 個人的にずっと思っていたことだが、1945年の終戦から 80年以上も経って、日本もそろそろ「侵略戦争シンドローム」から脱却した方が良いだろう。

 そもそも、米軍主導で戦後処理を行われた日本は、徹底的に武器を持つことを否定され、戦後教育でも、「日本が全て悪かったんだ」と言う嘘を心に植え付けられてきた。 
 例えば中国侵攻の話。
 1840年、イギリスの密輸アヘンによって始まった英国と清国の「アヘン戦争」で清が敗戦し、中国(当時は清国)の半植民地化が始まりました。
 その後に日本が英国との戦争で勝利し、英国が植民地化していた中国を日本が奪い取っただけなのです。
 それから以降はずっと、中国は日本を最も敵視して来ました。
 中国人には「中華思想」が根本に有り、「漢民族が世界の地理的・文化的な中心」と信じていて、日本の様な周辺の蛮国に、一時期とは言え支配された歴史的事実を彼らは受け入れられないのです。

 太平洋戦争で敗戦した後の日本は、「武器の製造や輸出」も、「飛行機の開発も」、また、その他の高度な技術開発ができなくなりました。
 軍隊さえ持てない「日本国憲法」を米国の「マッカーサー司令官」により押し付けられ、 戦後教育により、「日本が悪い事をしんだ」と頭に刷り込まれました。
 しかし、良く考えてみてください。
 過去の米国における、先住民の「ジェノサイド(集団殺害罪)」や、欧米に依るアフリカ人の誘拐・奴隷化・人権侵害は、日本の戦争犯罪などとは比べるべくもなく恐ろしい国家的な犯罪です。

 日本の広島にある原爆資料館では、出口に「私達は2度と過ちをくりかえしません」との誓いが飾られていますが、これは不思議です。
 核爆弾で殺された大勢の罪もない女性や子どもや一般人が、何故に「自分たちが悪かった」と謝罪しなければならないのか、意味がわかりません。
 多分この文章の「私たち」は、世界の人達の全てを差す言葉なのでしょう。
 もう悲惨な戦争は起こさないとの誓いであることは理解しますが、納得はできません。
 国際法では一般人への軍事攻撃は重大な戦争犯罪です。
 米軍の原爆投下による一般市民の大虐殺等は、絶対に許されるべきではないのです。
 
 そして現在、周辺国である「中国・ロシア・北朝鮮」は多数の核ミサイルを持ち、米軍が日本から去れば、3日で日本人を全て抹殺できると公言しています。
 また、広島や長崎の悲劇がくり返されるかもしれません。

 日本の核持ち込み反対派はそんな恐ろしい国際情勢の中でも、「私達は2度と過ちをくりかえしません」と言う言葉を曲解し、日本が反撃能力を持つ事にさえ反対しています。
 もう、戦後に生まれた世代の「世迷言」は沢山です。
 この人達の孫の世代が、近隣の覇権国家により核爆弾を打ち込まれて抹殺される可能性があるのです。

 戦争が起こる第一の原因は、武力のアンバランスであり、大きな軍事力を持つ国家は弱小国家を喰い尽くそうとします。
 中国の「チベット侵略」や「新疆ウイグル自治区」問題はその典型です。
 中国は台湾侵攻を狙っていますが、その次は沖縄を奪い取ることを公言しています。
 既に、「歴史的に沖縄は日本のものではない」と、世論操作を始めています。
 今、日本がそんな覇権国家から国を守るためには、やはり敵基地攻撃能力や核爆弾の所持は必須なのです。


It is something I have long felt personally: more than 80 years after the end of the war in 1945, it is time for Japan to break free from its "war of aggression syndrome."

To begin with, Japan—whose postwar settlement was led by the U.S. military—was thoroughly denied the right to possess weaponry, and its postwar education system instilled the lie that "Japan was entirely at fault" into the minds of its people.
Take, for instance, the invasion of China.
The Opium War between Britain and the Qing Dynasty, sparked by British opium smuggling in 1840, resulted in a Qing defeat and marked the beginning of China's (then the Qing Empire's) semi-colonization.
Japan subsequently defeated Britain and simply wrested control of China—which Britain had been colonizing—away from them.

Ever since then, China has harbored deep hostility toward Japan.
At the core of the Chinese mindset lies "Sinocentrism"—the belief that the Han people are the geographical and cultural center of the world. They simply cannot accept the historical fact that they were once ruled, however briefly, by a peripheral "barbarian" nation like Japan.

After its defeat in the Pacific War, Japan was barred from manufacturing or exporting weapons, developing aircraft, and pursuing other forms of advanced technological development.
The Constitution of Japan—which forbids the maintenance of a military—was imposed by U.S. General MacArthur, and postwar education ingrained the idea that "Japan did terrible things" into the public consciousness.

However, consider this carefully.
The genocide of indigenous peoples in the United States, as well as the kidnapping, enslavement, and human rights violations committed against Africans by Western nations,constitute state-sponsored crimes of such horror that Japan's war crimes pale in comparison.

 At the Atomic Bomb Museum in Hiroshima, Japan, a pledge is displayed at the exit stating, "We will not repeat the mistake".
This is puzzling.
It makes no sense why the countless innocent women, children, and civilians killed by nuclear bombs should have to apologize as if *they* were the ones at fault.
Presumably, the "we" in this statement refers to humanity as a whole.
While I understand that it is a vow never to let such a tragic war happen again, I cannot bring myself to accept the phrasing.

Under international law, military attacks on civilians constitute a serious war crime.
The mass slaughter of civilians caused by the dropping of atomic bombs is something that should absolutely never be condoned.

Meanwhile, neighboring nations—China, Russia, and North Korea—possess numerous nuclear missiles; they have openly declared that if U.S. forces were to withdraw from Japan, they could wipe out the entire Japanese population in just three days.
There is a real possibility that the tragedies of Hiroshima and Nagasaki could be repeated.

Even amidst such a terrifying international landscape, those in Japan who oppose the introduction of nuclear weapons distort the meaning of the phrase "We will not repeat the mistake," opposing even the idea of ​​Japan acquiring a counter-strike capability.

I have had enough of the "delusional nonsense" spouted by the post-war generation.
It is entirely possible that the grandchildren of these very people could be annihilated by nuclear strikes launched by a neighboring hegemonic power.
The primary cause of war is an imbalance of military power; nations with overwhelming military might seek to devour weaker states.
China's actions regarding Myanmar and the Xinjiang Uyghur Autonomous Region are prime examples of this.
China is eyeing an invasion of Taiwan and has openly declared its intention to seize Okinawa next.
They have already begun manipulating public opinion by claiming that "historically, Okinawa does not belong to Japan".
 To protect the nation from such a hegemonic power, possessing the capability to strike enemy bases and even nuclear weapons is, after all, essential for Japan.
