An Islamic mosque was constructed without application or authorization on privately owned land in Kawagoe City, Saitama Prefecture—an area where building construction is restricted.
On October 1, Kawagoe City issued an order to the building's owner and user, pursuant to the City Planning Act, requiring them to remove the structure by the end of September of the following year.
The city had twice instructed both the owner and the user to submit a concrete schedule for the removal, but no such schedule was provided. Citing a lack of progress, and after granting them an opportunity to present their case in accordance with the Administrative Procedure Act, the city finally proceeded to issue the removal order.

In 2018, the Abe administration amended immigration laws to ease controls and address Japan's labor shortage
Consequently, the foreign population in Japan is now on track to reach approximately 4 million by 2025.
I believe this trend has led to current issues such as "illegally constructed mosques" and disputes regarding burial practices.
This situation is the result of the arrogance of the Japanese people at the time, who viewed foreigners merely as a source of labor.
Foreigners are human beings just like the Japanese.
Naturally, they have families, and it stands to reason that they require suitable environments for their spouses and children—including educational and recreational facilities—as well as the ability to maintain their own distinct cultures.
Among these factors, I consider religion to be the most significant issue.
Japanese people, raised with a generally casual attitude toward religion, often fail to grasp the profound importance that faith holds in the lives of these individuals—a significance so deep it is inseparable from their very existence.
Reflecting on this, I fear that the current lax immigration laws could give rise to racial discrimination issues in the future that prove impossible to resolve.

The Takaichi administration has recently accelerated moves to tighten policies regarding foreign nationals.
Following the announcement in July of a significant hike in fees related to residence status, the administration released a proposal in August to toughen the requirements for obtaining permanent residency.
While these measures are driven by the "anxiety and dissatisfaction among some citizens" regarding the rapid increase in the foreign population, concerns are also being raised by observers that Japan risks becoming a country that foreign nationals no longer choose as a destination.
