欧州に熱波、フランス国内で2千人超が死亡/Heatwave hits Europe; over 2,000 deaths in France.

  欧州に熱波、フランス2千人超死亡か エアコンなき「ヒートドーム」の被害者たち

 フランス公衆衛生局は3日、猛烈な熱波のピークと重なった6月22~28日の1週間に、死者数が前週より約2千人多かったとする暫定集計を発表した。
 大半は45歳以上で、自宅での死亡が前週比91%増だった。

 
On the 3rd, French public health authorities released provisional figures showing that the number of deaths during the week of June 22–28—which coincided with the peak of an intense heatwave—was approximately 2,000 higher than in the preceding week.
The majority of the deceased were aged 45 or older, and deaths occurring at home rose by 91% compared to the previous week.

 欧州の住宅のエアコン普及率は、米国の90%に対し、20%程度でしかありません。
 国際エネルギー機関(IEA)の専門家によると、「欧州には単純に、エアコンを設置する伝統がない、これまでは全く必要なかった」と言う。

 またエアコンは伝統的に、必需品というよりぜいたく品と見なされてきた。
 欧州は所得が低い国も多く、米国に比べてエネルギーコストも高い。 
 そして欧州エアコン技術が普及する前に建てられた古い建築物が多く、古い住宅にセントラル冷房装置を取り付けることはコストも高く、技術的にも難しい。

 EU委員会は2050年までに「気候中立」を実現するという目標を掲げた。
 エアコンが急増すれば、この目標の達成は一層難しくなる。
 其の為に、EUはエアコンの普及には消極的なのです。

Air conditioner penetration rates in European homes stand at only around 20%, compared to 90% in the United States.
Experts from the International Energy Agency (IEA) note that Europe simply lacks a tradition of installing air conditioning, as it was previously deemed entirely unnecessary.

Furthermore, air conditioning has traditionally been viewed as a luxury item rather than a necessity.
Many European countries have lower income levels, and energy costs are higher than in the U.S.
Additionally, a large number of buildings predate the widespread adoption of air conditioning technology; retrofitting these older homes with central cooling systems is both costly and technically challenging.

The European Commission has set a goal of achieving "climate neutrality" by 2050.
A rapid surge in air conditioner usage would make achieving this goal even more difficult.
For this reason, the EU remains reluctant to encourage the widespread adoption of air conditioning.


 エアコンはエネルギー消費が多いだけでなく、熱を屋外に排出する。
 パリでエアコンを使用すると、屋外の気温がおよそ2~4度上昇するという調査結果もある。
 密集地が多い欧州では、この影響は特に深刻だ。
 しかしこの状況に至っては、EU域内のエアコン設置台数は50年までに2億7500万台に達すると見込まれている。
 実際にエアコン需要は急騰している。

Air conditioners not only consume large amounts of energy but also exhaust heat outdoors.
 Studies indicate that their use in Paris raises the outdoor temperature by approximately 2 to 4 degrees Celsius.
This impact is particularly severe in Europe, where densely populated areas are common.
Nevertheless, the number of air conditioning units installed across the EU is projected to reach 275 million by 2050.
In fact, the demand for air conditioners is surging.

 欧州連合はおバカさんで、古い思い込みで多くの人達の生命を危険にさらしている。

 個人的な意見であるが、欧州は冬の寒さに対して贅沢な暖房を使う。
 建物全体をセントラルヒーティングで温めて生活している。
 燃料は、天然ガスや灯油(ヒーティングオイル)等で、コストも高く温暖化ガスの排出も多かった。

The European Union is acting foolishly, putting people's lives at risk based on outdated assumptions.
In my personal opinion, Europe relies on extravagant heating methods to combat the winter cold.
People live in buildings heated entirely by central heating systems.
These systems run on fuels like natural gas or heating oil, which are costly and result in significant greenhouse gas emissions.


 日本も同様に冬は寒く、古い住宅は木造で保温性能が極端に低い。
 そして夏は欧州以上に蒸し暑い。
 これらは、日本の変化に富む気候に対応した結果だが、冬は凍える寒さだ。

 それほど所得も高くない頃に、日本は炬燵を発明した。
 エネルギーコストが極端に低く、体はとても温まる優れた暖房設備だ。
 その後に必要な時間に必要な部屋だけを温めるストーブも流通した。 
 現代では日本家屋も改善が進み、断熱構造の家には、高性能なエアコンが当たり前と成った。

Japan also experiences cold winters, and older wooden homes have extremely poor thermal insulation.
Furthermore, summers are far more hot and humid than in Europe.
While these architectural traits evolved to suit Japan's diverse climate, the winters were nonetheless freezing.
Japan invented the *kotatsu* (a heated table) back when incomes were relatively low.
It is an excellent heating appliance that keeps the body very warm while consuming remarkably little energy.
Later, space heaters became widely available, allowing people to heat only the specific rooms they needed at the times they needed them.
Modern Japanese housing has improved significantly, and high-performance air conditioners have become standard in well-insulated homes.


 上記記事ではエアコンは大量にエネルギーを消費すると書かれているが、それは大きく誤っている。
 エアコンは「熱交換器」であり、非常に効率が高い装置だ。
 エネルギーで必要なのはコンプレッサーの電力だけで、暖房の場合は屋外の空気から熱を奪って、室内を温めることができる。
 冷房の場合も同様で、室内の熱を奪って室外に捨てるだけだが、上記記事は熱を室外に撒き散らすように書かれている。
 いかにも、オールドメディアやEUの政府機関が言いそうな嘘である。
 しかもエアコンは暖房にも使え、原子力発電が主流のフランスでは、温暖化ガスの排出に関してはガスや灯油とはくらべものにならないほど少ない為、年間を通して暖房と冷房に使えば、トータルでは温暖化防止に大きく貢献する事が期待できる。
 夏の猛暑時に、一時的に周辺の温度は上がっても、室内の温度は低く保つことができます。
 そして冬の暖房による温暖化ガスの排出を抑制できるのですから、デメリットは簡単に反転可能です。

The article mentioned above claims that air conditioners consume vast amounts of energy, but this is fundamentally incorrect.
Air conditioners function as "heat exchangers" and are highly efficient devices.
The only energy required is the electricity to power the compressor; for heating, they can extract heat from the outside air to warm the indoors.
The same applies to cooling—they simply remove heat from the interior and discharge it outside—yet the article describes the process as if they are merely spewing heat into the outdoors.
This is precisely the kind of falsehood one might expect from legacy media or EU government bodies.
Moreover, air conditioners can be used for heating as well. In France, where nuclear power is the primary energy source, greenhouse gas emissions from air conditioners are incomparably lower than those from gas or kerosene heating systems; consequently, using them for both heating and cooling throughout the year can significantly contribute to mitigating global warming.
Even if the surrounding temperature rises temporarily during a summer heatwave, the indoor temperature can be kept cool.
And since they help curb greenhouse gas emissions associated with winter heating, any perceived downsides can easily be outweighed by these benefits.

 日本人はイデオロギーや古い思い込みに固執すること無く、冷静に考えて実質的な利益を追求して来た。
 それは、最新のEV車両の普及率の低さであり、エアコンの普及率の高さに関しても同様である。
 今、日本のオールド・メディアは中国製のフィジカル人型ロボットにご執心で、日本叩きばかりです。
 BYD社製軽EVに対しても同様で、騒ぎ立てるばかりです。

The Japanese have consistently pursued practical benefits through calm, rational thinking, rather than clinging to ideologies or outdated preconceptions.
This is evident in the low adoption rate of the latest electric vehicles (EVs), as well as the high penetration rate of air conditioners.
Currently, Japan's traditional media is obsessed with Chinese-made humanoid robots and seems intent on nothing but bashing Japan.
They are reacting in much the same way to BYD's compact EVs, doing little more than making a fuss.
