　小泉進次郎防衛相は20日、英南部で講演し「中国とロシアの海軍艦艇が日本のEEZ内で実弾演習を行った」と明らかにした。

　今月19日の午前2時ごろ、中国とロシアの海軍艦艇あわせて4隻が東京・沖ノ鳥島の南西180キロメートルのEEZ内を航行した際に、中国の船が実弾射撃を行った。

　中ロは近年、日本周辺での軍事活動を活発化させていて、防衛省が外国の艦船が日本のEEZ内で実弾演習を行ったことを確認し、公表したのは初めて。

　ニュースでは、「公表したのは初めて」と言っていますね。

　つまり、「中国がEEZ内で実弾演習を行ったのは、初めてではない」ということ？。

　これは大きな問題です。

　これまで、防衛省はこんな事をされても発表なり抗議なりはしてこなかったと言う事だ。

　これまでは、自民党や政府内の親中派が発表を控えるように、圧力をかけていた可能性も考えられますね。

　中国の今回のような暴挙は許すべきではなく、国連の緊急会議を招集しても良いレベルです。

　ましてや、ロシアと中国は、国連の常任理事国です。

　特に世界第二位の経済大国でもある中国は、それにふさわしい行動をするべきです。

The news reports state that this is the "first time" such an incident has been made public.

Does this imply that it is *not* the first time China has conducted live-fire exercises within the EEZ?

This is a serious issue.

It suggests that, until now, the Ministry of Defense has neither announced nor lodged protests regarding such actions.

It is also possible that pro-China factions within the Liberal Democratic Party and the government had been pressuring officials to refrain from making such announcements.

China's reckless actions in this instance are unacceptable; the situation warrants the convening of an emergency UN meeting.

After all, both Russia and China are permanent members of the UN Security Council.

China, in particular—as the world's second-largest economy—ought to conduct itself in a manner befitting that status.
